This month’s topic is What happened to Geotechnical Baseline Reports?

The use of Geotechnical Baseline Reports (GBRs) in underground construction evolved in the wake of years of antagonistic construction disputes and associated litigation. The original thinking behind the GBR was to produce a report containing clear descriptions of the geotechnical conditions on which contractors could rely to base their bids, termed “baselines”. GBRs were supposed to be clear and concise, and free of the sometimes considerable data generated during the site investigation, which was summarized in a separate factual Geotechnical Data Report (GDR). As such, the GBR became part of the contract documents, and a good risk allocation tool.

Following a brief review of the GBR concept, this presentation will discuss advantages, disadvantages and limitations of using a GBR. It will touch on potential obstacles in its implementation such as setting of unrealistic baselines, lack of understanding of the GBR concept, the lack of “buy-in” from some of the parties involved, and the necessity for field monitoring will be discussed. The current state of practice of GBRs will also be addressed, with examples of where it worked, and where it did not.

This month’s presenter is Heinrich Heinz. Mr. Heinz is a Tunneling Specialist and Senior Geotechnical Engineer with Thurber Engineering Ltd. He has over 35 years of experience in tunneling and trenchless technologies and has been involved in a variety of major projects in Canada and abroad. He has acted as an expert witness in geotechnical matters and has participated in forensic investigations and value engineering workshops related to underground construction failures.
